The neighborhoods off Catawba Street and around the abbey are old, shaded and settled, with real topsoil and mature root systems. Beds there mostly want straw or a coarse bark and a hand pruning, not a rebuild.
The subdivisions that went up in the last twenty years toward the lake are the opposite. The grade was cut, the good soil went somewhere, and the sod was laid on subsoil with a thin skim of screened dirt. Those lawns need soil conditioner tilled in and real topsoil on the surface before anything is going to root.

Lots that fall toward the Catawba look like they drain and often do not, because the fall stops at a bench of clay part way down. Water sits in the middle of the yard rather than at the bottom. A shallow swale cut across the slope and a downspout line carried past it usually solves it without a pipe network.

Almost always the soil. Sod on scraped subsoil roots an inch deep and then quits. Core aeration, soil conditioner and real topsoil is the fix, and it is worth doing before you buy any more seed.
